On December 7, the Australian Federal Parliament passed a strict smoking law requiring the addition of new graphic warnings on vapes to curb the smoking behavior of the younger generation. The law also bans vape products from using attractive names.
Under the changes, graphic warning labels on all cigarette packaging will be updated and extended to vapes, while all tobacco packaging will be standardized, including the design and appearance of filters. Current advertising restrictions on cigarettes will also be extended to vapes.
Health Minister Mark Butler said these changes to smoking laws will save lives. “Tobacco causes immeasurable harm in this country and claims countless lives,” he told parliament.
“We cannot stand by and watch another generation be lured into the trap of smoking, suffering the huge health, economic and social consequences. These reforms passed through Congress will help us keep pace with Big Tobacco’s deceptive market tactics.”
About 20 per cent of 18 to 24-year-olds in Australia use vapes, while about one in seven 14 to 17-year-olds use the product.
The implementation of these laws also comes with the government’s ban on the import of disposable vapes early next year; doctors and nurses will still be able to prescribe therapeutic vapes to smokers as a smoking cessation tool; starting in March next year, the import or supply of vapes will not be allowed. vapes that meet medical regulator standards will become illegal.
Butler said that while the government was still working to reduce the national smoking rate to below 10% by 2025, smoking rates among young people were rising due to vapes.
“Australia now has laws in place to support our renewed fight against tobacco and protect the next generation from the devastating effects of smoking,” he said.
Australian Public Health Association chief executive Terry Slevin said the new laws were a welcome step. “This new law, along with the vape regulations that come into effect in January next year, will save thousands of lives and re-establish Australia as a global leader in tobacco control,” he said. “This is great news for Australia’s children and future generations, who will be better protected against the influence of the tobacco industry.”
