A couple surnamed Zhang and Li were listed as the main suspects, along with six Thai migrant workers who had overstayed their visas. Investigators believe that the suspects illegally imported nicotine and vape raw materials from mainland China and sold them on foreign websites.

The suspects may face charges for violating the Drug Law and the Tobacco Harm Prevention Law. They are also suspected of violating Article 41 of the Tax Collection Law and the Money Laundering Prevention Law.

According to the vape ban that came into effect on March 22, 2023 in Taiwan Province, the manufacture, import, sale and use of vapes may be subject to a fine of up to NT$50 million (approximately RMB 11 million). Even vape users may be fined between NT$2,000 (RMB 442.4) and NT$10,000 (RMB 2,212).
